This week, the Pennsylvania Environmental Quality Board voted overwhelmingly to adopt a regulation that would have the state join the Regional Greenhouse Gas Initiative. While other actions must still be taken to finalize the rule, and legal challenges are anticipated, this vote reportedly marks a major step toward reducing carbon dioxide emissions in Pennsylvania.
When the regulation is finalized, Pennsylvania will be the twelfth state to join the cap-and-invest initiative and the first major fossil fuel producing state to put a price on carbon emissions.
