On June 28, the Washington Department of Ecology proposed rule changes to the state’s Climate Commitment Act (CCA) to ensure the accounting of greenhouse gas emissions associated with electricity imported into the state through centralized electricity markets. Centralized electricity markets facilitate cost-effective and reliable electricity trading across large geographic areas. Under the CCA, Ecology must account for emissions from electricity purchased through centralized electricity markets, and the rulemaking will give market operators clarity needed to collect emissions data and identify importing entities. As the state continues to develop more centralized electricity markets, more rulemakings will be developed to fully capture emissions that cannot be traced to a specific generation source.
