The Colorado Department of Public Health & Environment (CDPHE) is proposing a rule to reduce methane pollution from municipal solid waste landfills. The proposal will consider measures such as a lower threshold for requiring landfills to install gas collection and control systems, methane monitoring requirements, and the phasing out of open flares.
Colorado identified reducing landfill methane pollution as a near-term action to reduce greenhouse gas emissions in the state’s February Greenhouse Gas Pollution Reduction Roadmap 2.0. CDPHE convened a technical working group to support and inform the rule proposal, which evaluated methodologies and best practices for reducing methane emissions beyond federal requirements and assessed potential methane monitoring, control, and reporting guidelines. The group completed its work in November, and CDPHE is now soliciting public feedback through online meetings and written public comments.
