- P4592 – Business Intelligence/Data Integration Specialist: The Virginia Department of Environmental Quality is seeking a detail-oriented self-starter to serve as a data analyst/integration specialist to assist the agency in maximizing the value of its data in accomplishing our mission. - P1084 – Team Lead – VWP Water Withdrawal Permitting: The Department of Environmental Quality (DEQ) is seeking a candidate who will coordinate and provide technical oversight and expertise to the Water Withdrawal Permitting staff to ensure statewide program effectiveness and consistency. This position establishes and maintains regulations, policies, procedures and processing documents to ensure regulatory compliance with the State Water Control Law. Supervises surface water withdrawal permitting staff and their activities under the Water Withdrawal Permitting Program. Provides permitting guidance and technical review of all permitting activities and assists with the evaluation of permit conditions and compliance determinations. This includes conducting pre-application meetings, explanation of regulatory requirements associated with groundwater and surface water withdrawals, working with permittees to resolve permit processing and monitoring issues while promoting fair and consistent application of guidance, policy and the regulations. Works with applicants and other stakeholders to resolve issues efficiently, openly, fairly and consistently, while providing technical oversight and permitting expertise. This is an integrative role, ensuring that permitting guidance and decisions are based on data driven scientific principles and analysis in collaboration with Water Division programs. Ensures that surface water withdrawal permits follow required PEEP application processing timelines. - W0602 – VWP Technician: The Department of Environmental Quality (DEQ) seeks a qualified candidate to enter permit information into the CEDS Database on daily basis so that the system is current for PEEP on VDOT projects. Utilize PEEP to ensure permit issuance milestones meet department goals and targets. Assists with CEDS related data requests for programmatic/operational reports. Scans and uploads project documents in ECM on a daily or weekly basis. Performs other document management tasks as needed. Assists with responses to VDOT projects submitted for review through the SERP process. Assists with maintaining the VDOT Monthly Spreadsheet for small projects. Assists VWP project managers with administrative tasks as needed, including correspondence with other state agencies and the public. Assists VWP project managers, using technical and analytical skills to evaluate applications for water protection permits, to assess impacts to wetlands, water quality, fish and wildlife resources, and beneficial uses of State waters. Prepares draft permit conditions within the timeframes specified in the VWP Regulation. Participates in public outreach, meetings, and hearings related to VWP permits. Assists with preparation of permits within specified timeframes. Assists VWP project managers, performing site inspections for issued permits. Prepares site visit reports and issues warning letters, if appropriate; reviews monitoring reports and tracks compliance with permit conditions; assists VWP project managers and enforcement specialists when projects are referred to DEQ enforcement. - P4105 – Solid Waste Groundwater Permit Writer: The Virginia Department of Environmental Quality, Southwest Regional Office is seeking a qualified candidate to review groundwater documents and provide written comments within established agency timeframes. Technically review and respond to Nature and Extent Studies (NES), Proposal of Presumptive Remedies (PPR), Assessment of Corrective Measures (ACM) and Corrective Action Plan (CAP) submittals related to solid waste disposal facilities. Reviews groundwater monitoring plans, groundwater annual reports, and closure plans to determine consistency and compliance with the Virginia Solid Waste Management Regulations (VSWMR). Technically reviews and responds to Nature and Extent Studies (NES), Proposal of Presumptive Remedies (PPR), Assessment of Corrective Measures (ACM), Corrective Action Plans (CAP) and proposed groundwater protection standards (GPS). Performs site visit for each site that is proposing any groundwater remediation prior to approving the implementation of the proposed remedy. Evaluate and draft permit modifications and variances for solid waste permits in accordance with VSWMR and ensures consistency with existing EPA or DEQ guidance when approving corrective action well networks or monitoring specifics. Provides for adequate public participation as required by the regulations and prepare public response documents as a result of receiving public comments during regulatory public participation within Agency timeframes. Provide coordination, collaboration and customer service to citizens, regulated community, DEQ staff, other state agencies, and federal agencies. Collaborate with DEQ waste permitting staff and other media groups. Represent DEQ solid waste program on technical matters in meetings related to groundwater issues and support other members of DEQ in fulfillment of their missions. Maintains and utilizes Agency environmental databases to support Agency programs. Log and enter permitting information into Agency CEDS and ECM databases. Research and query agency databases as needed for FOIA and QA/QC purposes. Perform other duties as necessary or assigned, in support of the Agency mission. Hiring Range: $56,051- $80,000.
