On July 14, the states of California, Colorado, Connecticut, Delaware, Massachusetts, Minnesota, New York, Oregon, Rhode Island, Vermont, Virginia, and Washington sent a letter to White House Office of Management & Budget (OMB) Director Mick Mulvaney urging a cooperative federalism approach in OMB’s review of the EPA proposal to repeal the Clean Power Plan. Maintaining that repeal “is contrary to EPA’s obligation to implement the Clean Air Act,” the states express “deep concern” with the pending proposal, which EPA sent to OMB for interagency review June 8.
“We are concerned that any effort to rescind the Clean Power Plan will substantially delay needed action to reduce greenhouse gases,” the states write. “We have seen that actions to reduce carbon emissions also have economic benefits, and the Clean Power Plan reflects our collective experience.”
