FY 2018 President’s Budget Request
ECOS Press Statement on the President’s FY18 EPA Budget: This Press statement on the President’s FY18 EPA budget, released this morning, notes ECOS’ commitment to engaging with the Administration and Congress to ensure that funds are appropriately distributed to assure sustained support for key state environmental initiatives. It stresses the importance of categorical grants, which are cut significantly under the FY18 proposal, in supporting state implementation of federal environmental programs delegated to them over the past four decades.

ECOS Summary of FY 2018 President’s Budget Request for U.S. EPA: This chart, announced in a March 2017 ECOS Press Release, illustrates that the White House’s dramatic cuts to the U.S. Environmental Protection Agency, if enacted, affect grants that support an average of 27 percent of state environmental agency budgets. This Presidential blueprint was announced one day after ECOS released its March 15 report, which analyzed budget information from 46 state environmental agencies, the District of Columbia, and Puerto Rico.
ECOS Green Report on Status of Environmental Agency Budgets: State environmental agencies operate the majority of federally delegated and authorized programs and manage funds to implement related environmental regulations. In July 2016, ECOS sought state environmental agency budget data (EAB) for the 50 states, the District of Columbia, and Puerto Rico. ECOS received 48 responses.
This ECOS Green Report provides information on state EABs for fiscal years (FY) 2013, FY2014 and FY2015, and focuses on changes and trends in these budgets, including analysis of changes to the three main funding sources: state general funds, federal funding, and fees or other sources.
