ECOS Summary of FY19 Omnibus Appropriations for U.S. EPA
On February 15th, 2019 President Trump signed the second of two consolidated appropriations acts, funding U.S. EPA and other agencies through Fiscal Year (FY) 2019. EPA is funded at $8.058 billion, equivalent to its FY 2018 level. ECOS’ summary chart provides detail on funding levels by program. $791 million in supplemental infrastructure funds for the Agency were provided through a non-EPA section of the bill; these funds are not included in the chart.

ECOS Officers’ Written Congressional Testimony on FY19 Appropriations
House Testimony / Senate Testimony
In Spring 2018, the ECOS officers submitted testimony to the U.S. House and Senate Committees on Appropriations, Subcommittees on Interior, Environment, and Related Agencies. The testimony addresses FY19 Appropriations for the U.S. EPA, specifically regarding the Categorical Grants within the State and Tribal Assistance Grants (STAG Categorical Grants). The above testimonies are identical except for their different addressees and submission dates.
ECOS Summary of FY19 President’s Budget Request for U.S. EPA
On February 12th, 2018 the White House Office of Management and Budget (OMB) released the President’s Budget Request for Fiscal Year (FY) 2019. OMB requested a U.S. EPA funding level of $6.15 billion, a 23 percent reduction from FY18 Annualized Continuing Resolution levels. In response to the February 9th passing of legislation setting overall spending caps for the federal government, OMB also released an Addendum to the President’s Budget Request. The addendum provides for an additional $327M for Superfund Remedial program national priorities, and $397M for Clean Water and Drinking Water State Revolving Funds.
