This letter provides comments in response to EPA’s Draft “National Strategy for Improving Oversight of State Enforcement Performance.” This letter recommends that EPA remove specific language or implications of “work sharing” as a corrective measure in the draft. This letter includes further detail as to why such language would be interpreted in an negative way and encourages the concept of work sharing as a mutually agreed upon partnership between states and EPA co-regulators.
