This report reviews state environmental agency budgets for fiscal years 2009 to 2011, focusing on the non-infrastructure portions of these budgets, which are used to implement federally delegated programs and state laws. Infrastructure funds are primarily the State Revolving Loan Funds (SRF). We included administrative funds associated with the American Recovery and Reinvestment Act of 2009 (ARRA) when states could provide them. Thus, this report attempts to gauge the general financial health and spending habits of state environmental agencies.
