This joint letter (ECOS, ACWA, ASWM) expresses concern with provisions of S. 1236, the Hydropower Improvement Act of 2015. If enacted, S. 1236 would modify requirements with respect to Federal Energy Regulatory Commission (FERC) licensing under the Federal Power Act. Several states expressed concern that the provisions in the draft could bear consequences that would disrupt the current process of licensing and scheduling.
