This October 25 memo from ECOS Past President Todd Parfitt (WY) and previous Past President John Linc Stine (MN) to members highlights some of the association’s major cooperative federalism initiatives as well as future activities geared toward institutionalizing the relationship.
As ECOS enters the second year of Cooperative Federalism 2.0, it anticipates a move beyond having a seat at the table to serving as a true partner with EPA in policy-making and priority-setting. Toward that end, President Becky Keogh of Arkansas recently outlined her vision for the creation of a State and National Dialogue, or STAND.
