The purpose of this letter is to thank the Environmental Council of the States along with other state associations that provided input on high-level draft principles and best practices for efficient and effective oversight of state permitting programs. The final document provides a common set of principles and best practices to guide the EPA oversight activities in three key permitting programs: the Clean Water Act’s National Pollutant Discharge Eliminating System
program, the Clean Air Act Title V program and the Resource Conservation and Recovery Act subtitle
C program.
