Montana Governor Steve Bullock in late September unveiled a “Great Equalizer” public lands and climate plan focused on the intersection between those two areas and calling for a decrease in public lands oil and gas extraction and net zero emissions on public lands. The plan also includes provisions to fully fund the Land and Water Conservation Fund and reverse President Trump’s rollback of national monuments.
Shortly after Bullock announced his plan, Montana was hit with a very unseasonable September blizzard, prompting a spate of press headlines on the potential role of climate change in the extreme and unpredictable weather event and a state of emergency declaration from Bullock.
